John Samples speaks at the American Political Science Association convention in Washington, D.C. He discussed the possibility that insurgent candidates like Rand Paul may change Washington or be changed by it. Samples is director of the Cato Institute's Center for Representative Government and author of The Struggle to Limit Government.
